Throughout 2023, PADSN are hosting a series of Deputyship Surgeries aimed at both public and private sector deputyship professionals, discussing some hot topics in the field and giving you the chance to get your burning questions off your chest!

For the second session of the Deputyship Surgery series, our deputyship expert David Lockwood will be joined by Nelson Law’s Senior Associate and Court of Protection Solicitor, Gemma Hopper, and Hoarding Disorders UK Director, Jo Cooke. Our expert speakers will be discussing and answering questions on the topic that no Deputyship professional can afford to miss – hoarding and deputyship!

The recent judgement in the Court of Protection has expanded the areas that Deputy’s need to consider before attempting to clear a property, especially when dealing with hoarding. Gemma and Jo will share their expertise and insights to help Deputyship professionals understand their responsibilities when dealing with hoarding disorder cases and how to approach them with sensitivity and effectiveness.

Gemma Hopper

Gemma Hopper is a Senior Associate at Nelsons’ Court of Protection team, having joined the team in November 2019. She is an experienced Solicitor who qualified in 2016 with the Office of the Public Guardian, where she worked as an in-house Government lawyer representing the OPG within the Court of Protection.

 

Gemma deals with a range of Court of Protection work, including the management of property and financial affairs under the authority of attorney and deputy appointments. She is also a Director at Solicitors for the Elderly (SFE), an organization that empowers vulnerable adults across the country by ensuring legal advice is readily available and sourced in confidence.

Gemma is a Trustee for Age UK Nottingham and Nottinghamshire, which gives her a unique understanding of the role of a Trustee and their obligations. Gemma’s areas of expertise include mental capacity, Lasting and Enduring Powers of Attorney, attorney and deputy authorities, gifting applications, OPG authority, Personal Injury Trusts, and charity administration.

 

Jo Cooke
Director
Hoarding Disorders UK

Jo Cooke is a Director of Hoarding Disorders UK CIC and also runs her own business Tapioca Tidy. She is also the author of the book Understanding Hoarding which is fast becoming the “go to manual” for hoarders, their families and agencies that work with people exhibiting hoarding behaviours.

 

She has featured in the Guardian, Cosmopolitan and other publications and also appeared on a number of times on BBC Radio and BBC Sounds and on BBC Breakfast and ‘Inside Out’.  Jo was selected as a finalist for the Thames Valley Venus Awards’ Lifetime Achievement Award in 2018.

Jo previously had a varied career in charitable organisations, human resources, project management, bookkeeping and the civil service, but realised she had a flair for decluttering and organising when she had to sell the family home that her father had lived in for more than 30 years. She has a wealth of experience and skills required when working in cluttered environments and takes a responsible and empathetic approach to the needs of people she works with.

Dave is a former Deputy Decision Maker appointed by the Court of Protection in England and Wales. Dave’s experience comes from working in four diverse local authorities across London and the South East, dealing with varied services, ongoing legislation changes and increased workloads with decreasing resources; managing expectations from both the public and internal colleagues.

Not only does Dave have experience of acting as a Deputy under the Court of Protection, he is also well versed in the complexities of dealing with the statutory obligation of providing funerals under the Public Health Act. Dave is also one of the founding members and former chair of APAD (The Association of Public Authority Deputies).
